The Department of state has a 3-tier system when ranking other countries and how they are handling human trafficking

Tier 1 - fully comply with minimum standards

Tier 2 - making significant efforts to comply

Tier 3 - not making significant efforts

These minimum standards include prohibiting trafficking - punishing trafficking - make efforts to eliminate trafficking - monitor efforts - prescribe punishment for grave crimes - pursue all forms of trafficking.
